S&L Construction, LLC is a licensed commercial general contractor based in the greater Gilbert and Higley, Arizona area. Founded by Jason and Sabrina Phelps, S&L was built on a single operating principle: the owner’s interests come first — not the GC’s margin, not the subcontractor’s schedule.
That philosophy isn’t marketing language. It’s the way we’re structured. Our project managers report directly to ownership. Our contracts are written with owner-side accountability at every milestone. And our track record — across federal agencies, Fortune 100 financial institutions, and leading commercial real estate firms — reflects what happens when a contractor actually operates that way.
We hold dual licenses in Arizona: a B-01 Commercial General Contractor license and an L-11 Electrical Contractor license. That means broader scope, fewer subcontractor hand-offs, and tighter cost control on electrical work that would otherwise require a separate prime contract.
S&L is certified as a Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), and Hispanic-Owned business. We bring enterprise-level execution to projects that larger firms often deprioritize — and we show up with the same accountability regardless of contract size.
What "Owner-Accountable" Actually Means
Every general contractor says they’re working for the owner. Not every GC is structured to prove it.
At S&L, owner accountability is operational, not rhetorical. It means:
- Budget transparency. We use Sage 100 Contractor for real-time project financials. Owners get visibility into costs, not just a monthly snapshot.
- Schedule performance. Our project portfolio includes multiple projects completed months ahead of schedule — not by cutting corners, but by planning contingencies before they become problems.
- Value engineering that serves the owner. On one of our largest projects, we value-engineered a $3 million fireproofing scope down to $300,000 — saving the owner nearly $2.7 million. That’s what owner-accountable means in practice.
- No surprises at closeout. Every project includes thorough owner documentation and final walk protocols so nothing is left unresolved at turnover.

Sabrina Phelps
Owner / President
Sabrina M. Phelps is the Owner and President of S&L Construction with more than 25 years of experience in commercial construction and operations leadership throughout Arizona. Known for her professionalism, responsiveness, and hands-on approach, she leads projects with a strong focus on communication, accountability, and client service. Sabrina oversees all aspects of project delivery, from preconstruction through closeout, with experience managing tenant improvements, occupied renovations, phased construction, and commercial improvement projects. She is recognized for successfully coordinating teams, subcontractors, and stakeholders while maintaining schedule, quality, and budget goals. Throughout her career, Sabrina has partnered with organizations including CBRE, Turner & Townsend, and JLL on projects across the Phoenix Metro Area and throughout Arizona. She holds Arizona General Contractor License B-01 ROC #264377 and remains committed to delivering organized, efficient, and client-focused construction solutions.
Jason Phelps
Managing Director
Jason Phelps is the Managing Director of S&L Construction with more than 20 years of experience in commercial construction management, estimating, and operations leadership. Known for his honest, practical, and approachable style, Jason has built long-term client relationships through clear communication, accountability, and quality project delivery. Before joining S&L Construction, Jason gained extensive experience managing both ground-up and tenant improvement projects across Arizona, Texas, California, Nevada, Washington, and other western markets. His background includes commercial renovations, retail, capital improvements, design-build projects, and large-scale commercial construction. Jason’s expertise includes preconstruction, estimating, procurement, scheduling, budgeting, and project management, with a focus on delivering efficient, well-managed projects that align with client goals. He believes successful projects are built on trust, transparency, and service — making the construction process as seamless and stress-free as possible for every client.
Robert Francis
Head of Business Development
Robert Francis serves as Head of Business Development for S&L Construction, LLC, where he leads strategic growth, client relationships, and new business development across Arizona’s commercial construction market.
With extensive experience delivering large-scale tenant improvement projects for national clients including CBRE, JLL, and Fortune 100 financial institutions, Robert brings deep expertise in commercial construction and client partnerships.
His background building and scaling businesses, combined with a strong focus on client service, positions him to drive continued expansion for S&L Construction.
A former U.S. Marine and Desert Storm veteran, Robert brings leadership, discipline, and integrity to every opportunity.
Stella Trevizo
Office Manager
Stella Trevizo serves as Office Manager for S&L Construction, LLC, where she oversees daily administrative operations, supports project teams, and ensures efficient coordination across all departments. Known for her strong organizational skills and attention to detail, Stella plays a key role in maintaining the systems and processes that keep projects running smoothly.
Stella brings valuable construction industry experience from her time at GRIT Contracting, LLC, where she worked closely with leadership to manage office operations, streamline workflows, and support both commercial and residential projects. Her ability to manage documentation, scheduling, subcontractor coordination, and internal communication made her an integral part of the company’s growth and project execution.
With a background in operations and team management across multiple industries, Stella has a proven ability to improve efficiency, allocate resources effectively, and support high-performing teams. She is highly skilled in managing day-to-day business functions while ensuring alignment with company goals and client expectations.

Wyatt Phelps
Project Superintendent
Wyatt Phelps is a Project Superintendent at S&L Construction with experience managing commercial construction projects across a wide range of environments and project types. Known for his strong field leadership, organization, and hands-on approach, Wyatt works closely with project teams, subcontractors, and clients to keep projects running safely, efficiently, and on schedule.
Before joining S&L Construction, Wyatt worked for IFCM, Inc. as a Superintendent, overseeing large commercial construction projects for nationally recognized clients including JP Morgan Chase and Bank of America. Prior to that, he managed operations for a pool construction and remodeling company, where he gained valuable experience coordinating field crews, scheduling, customer service, and day-to-day operations management.
In addition to his construction background, Wyatt is also a licensed commercial pilot and certified flight instructor who provides pilot training and flight instruction. His aviation experience reflects the same discipline, attention to detail, and commitment to safety that he brings to every construction project.

Brad Faultner
Project Superintendent
Brad Faultner is a Project Superintendent at S&L Construction with experience overseeing commercial construction projects with a strong focus on coordination, quality, and field execution. Known for his dependable leadership and practical problem-solving approach, Brad works closely with project teams, subcontractors, and clients to keep projects organized, efficient, and on schedule.
Before joining S&L Construction, Brad worked for BNSF Railway as a Project Engineer, where he gained valuable experience managing complex infrastructure and operational projects in demanding environments. His background brings a disciplined, solutions-oriented mindset to every project he manages.
